Paper Jams

The Security Clearance process is one area where paper based processes have caused significant problems. 

All new hires must be cleared and current personnel re-assessed. It is estimated that the backlog of investigations could be greater than 500,000. Currently, the average clearance process takes between six and 12 months.


Brain Drain

Nearly every government agency is faced with the retirement of key personnel and the attendant loss of domain expertise. Less experienced replacements need to quickly learn and apply known best practices. Without their colleagues' years of experience, the paper based processes become even less effective.


Case Management of the Past

To speed the process, notes taken on paper are digitized (as a picture) and put into an electronic folder. Others can view the documents and make comment. But these Case Management systems are simply automated file cabinets in which virtual folders move around the organization with unstructured data as their contents.  

This paper-based system has several major flaws:
  • The data that lead to the conclusions isn't available
  • That data is not easily mineable
  • The result is unstructured information in hundreds of thousands of documents
